Is the charging port a lithium battery? And if so can it be removed?
There is no battery back installed. You have to connect your portable charge to it. It’s basically just a usb extension cable built into the side of the bag.

I think it’s okay, you can choose the large size.
If the backpack measures 14.49 in height how can it fit a 17 inch laptop?
The bag is 18″ tall. Also laptop screens are measured diagonally. My 17″ laptop is 15″ wide and fits nicely inside.
Are there any D-rings to hook items to on the shoulder straps and the rear of the pack?
There is a bandage on the shoulder of the backpack. The bandage is at the position where the chest buckle is connected. You can hang something, but that is not a D buckle.
